The fact of the matter is that the makeup of Congress simply reflects the changing values of a country where conservatism is on the rise. The Republican Party was in the wilderness in the 1970s. It had not had control of congress since the days of FDR. There was no Ronald Reagan and no talk radio. The country was predominantly conservative, nonetheless.
